Se ha invertido US$1,550 millones en construcción plantas de Punta Catalina
SANTO DOMINGO. De acuerdo con el precio de US$2,040 millones que fue contratado por el gobierno para la construcción de las plantas de carbón de Punta Catalina, en la provincia Peravia, los recursos que faltan para terminar la obra están asegurados.
Esto es así porque ya han se ha invertido unos US$1,550 millones y todavía falta emitir US$500 millones al mercado de capitales, de los US$600 millones que fueron aprobados por el Congreso Nacional para tales fines.
Al observar la facilidad con la que el Gobierno ha podido colocar los bonos soberanos que ha decidido llevar a inversionistas nacionales e internacionales en los últimos meses, se deduce que tampoco tendría inconvenientes en obtener las divisas necesarias para las plantas de carbón.
La Corporación Dominicana de Empresas Eléctricas Estatales (CDEEE), registra que el financiamiento que contrató con los bancos europeos (SACE) para Punta Catalina fue por un total de US$632.5 millones y que de esa cantidad se han se han invertido en las plantas US$361 millones y faltan por desembolsar US$271.5 millones.
A finales del año pasado fue que el Congreso Nacional aprobó la emisión de bonos por US$600 millones para invertirlos en Punta Catalina. “De esa cantidad ya se han desembolsado US$100 millones, lo que indica que todavía quedan US$500 millones disponibles para continuar la obra”, explica los datos ofrecidos por la CDEEE.
La entidad oficial afirmó que la obra está en su ritmo y que los bonos se irán colocando de acuerdo a los requerimientos de fondos. En octubre del pasado año, el gobierno dominicano anunció sus pretenciones de vender acciones de las plantas a carbón mineral que se construyen en Punta Catalina, por un monto de US$1,000 millones, según contaba en la carta con la cual fue remitido el anteproyecto del Presupuesto General del Estado al Senado de la República.
“En caso de que se realice la venta de acciones de la empresa propietaria de las acciones de la planta generadora de energía Punta Catalina por un monto de US$1,000 millones, tal como tiene previsto el gobierno, se habrá obtenido un alivio al financiamiento previsto mediante la venta de un activo financiero”, expresa el documento dirigido en aquel entonces al presidente del Senado, Reinaldo Pared Pérez.
De acuerdo con el monto que expresó el Gobierno que obtendría por la venta de acciones de Punta Catalina, se entiende que la transacción implicaría menos del 50% del total, ya que el costo de estas generadoras, las cuales aún están en construcción, es de unos US$2,040 millones, a los cuales se le debería agregar el valor que adquiere un producto ya terminado.
Sin embargo, aún no se sabe en qué está ese proceso de venta de acciones.
Las plantas de carbón de Punta Catalina, las cuales están avanzadas en alrededor del 70%, son construidas por el consorcio Oderecht-Tecnimont-Estrella desde el año 2014.
Desde entonces se han manejado varias fechas para su terminación.
