Marranzini exige reforma eléctrica con inversión, institucionalidad firme y fin del subsidio universal
Santo Domingo, RD.– El presidente del Consejo Unificado de las Empresas Distribuidoras de Electricidad (CUED), Celso Marranzini, advirtió que la transformación del sistema de distribución eléctrica en República Dominicana exige una combinación de inversión sostenida, firmeza institucional y un cambio cultural profundo.
Durante su intervención en el Summit Energy 2025, organizado por la revista Mercado, Marranzini señaló que persisten barreras estructurales que impiden la sostenibilidad del sistema, a pesar de que algunas distribuidoras logran cobrar hasta el 100 % de la energía servida.
Rentabilidad limitada y subsidios mal focalizados
El presidente del CUED criticó la fragilidad financiera del sistema: “Compramos a 15 centavos de dólar y vendemos a 16. ¿Qué empresa puede sobrevivir de esta manera?”, cuestionó, al resaltar que la distribución eléctrica no tiene márgenes reales para sostener inversiones, en un contexto de alta demanda y expansión de la generación.
Marranzini también aclaró que existe confusión entre el déficit operativo de las distribuidoras y el subsidio estatal a la tarifa. Precisó que el Fondo de Estabilización de la Tarifa Eléctrica (FETE) no implica pérdidas para las EDEs, sino un subsidio directo del Estado a los usuarios, que actualmente beneficia tanto a quienes lo necesitan como a quienes no.
“Todos los que estamos en este salón estamos siendo subsidiados por el Estado dominicano. Eso es inconcebible”, afirmó, subrayando la urgencia de revisar el FETE con criterios de justicia y sostenibilidad.
Avances recientes y desafíos estructurales
A pesar del estigma que pesa sobre las distribuidoras, Marranzini destacó avances relevantes en infraestructura: más de 30 subestaciones repotenciadas en dos años, 575,000 medidores instalados solo en 2024, redes en proceso de renovación y el impulso de medidores inteligentes.
“Estamos entregando el 98 % de la demanda, incluso a quienes no pagan”, indicó, al denunciar la percepción sesgada que atribuye todos los logros a la generación y todos los fallos a la distribución.
Además, presentó como meta reducir las pérdidas al 28 % para el año 2027. “Si eso no es transformar la distribución, díganme qué lo es”, enfatizó.
Cultura del impago y necesidad de firmeza
Marranzini denunció la existencia de una “deuda cultural” que normaliza el impago eléctrico.
“Hay consumidores que creen que la electricidad es un bien divino que no se paga. Esa mentalidad debe cambiar y debe comenzar con consecuencias reales para grandes, medianos y pequeños que roban energía”, advirtió, citando casos de fraude en hoteles, centros de cómputo y clientes comerciales.
Continuidad institucional y compromiso político
El presidente del CUED criticó la inestabilidad en el liderazgo de la entidad, al recordar que en cuatro años ha tenido cuatro presidentes.
“Así no hay empresa que pueda cambiar. Necesitamos continuidad, un compromiso político real y entender que las distribuidoras no son un botín partidista”, afirmó.
Finalmente, hizo un llamado a los partidos y a la sociedad civil para asumir la transformación del sistema con responsabilidad y visión a largo plazo:
“Este país ha crecido. No podemos continuar con un subsidio universal que beneficia tanto a quienes lo necesitan como a quienes no. No podemos seguir justificando déficits por falta de decisiones. El momento de transformar la distribución es ahora”.
