Senado aprueba en primera lectura proyecto ley para Prevención del Comercio Ilícito
SANTO DOMINGO. El Senado aprobó este miércoles en primera lectura el proyecto de ley para Prevención del Comercio Ilícito. El informe fue presentado al pleno senatorial por el presidente de la Comisión Permanente de Justicia y Derechos Humanos, Arístides Victoria Yeb.
La pieza legislativa, autoría de los senadores Charles Noel Mariotti Tapia y José Ignacio Paliza Nouel, tiene como objetivo erradicar el comercio ilícito de mercancías, tipificando los delitos, la falsificación, el contrabando de productos regulados y estableciendo sanciones administrativas y penales.
La misma indica en su informe que esta impacta de manera negativa la recaudatoria de los países, por el contrabando y la evasión fiscal.
Asimismo, refiere que la práctica del comercio ilícito de productos falsificados puede tener consecuencias graves en la salud de los consumidores, al introducir al mercado productos que no cumplen con las normas mínimas de calidad.
También fue aprobada una resolución que solicita al Poder Ejecutivo declarar el año 2018 el Año de Defensa y Protección de la Mujer. La iniciativa es de la autoría del senador Prim Pujals Nolasco.
Préstamos regalía
Los senadores declararon de urgencia y aprobaron en dos lecturas consecutivas el proyecto de ley que autoriza al Banco de Reservas de la República Dominicana financiar hasta por un monto no mayor a 1,200 millones de pesos para el pago del salario de navidad a empleados de diferentes instituciones del Estado.
La iniciativa fue remitida por la Cámara de Diputados y sometida al pleno senatorial por el senador Prim Pujals Nolasco, quien solicitó que la misma sea incluida en el orden del día.
También, fue aprobado un contrato de préstamo suscrito entre la República Dominicana y el Banco de Europeo de Inversiones (BEI) por un monto de 100 millones de dólares para el financiamiento parcial del proyecto de Reducción de Pérdidas, el cual será ejecutado por la Corporación Dominicana de Empresas Eléctricas Estatales (CDEEE).
Iniciativa del Poder Ejecutivo
Los senadores aprobaron, además, la propuesta presentada por el Poder Ejecutivo, según el artículo 128 de la Constitución, para la escogencia de los candidatos elegidos para conformar la Comisión Reguladora de Prácticas Desleales de Comercio y Medidas de Salvaguardas, los cuales, previo a su juramentación ante el Poder Ejecutivo deberán ser ratificados ante el Congreso Nacional.
Los miembros de la Comisión Reguladora de Prácticas Desleales de Comercio y Medidas de Salvaguardas designados por el Poder Ejecutivo por un período de cuatro años son Paola Michelle Vásquez Medina, como presidenta; Francisco Fantino Polanco Tejada, Milagros Josefina Puello Olivero, Cristian Jesús Beltré Tiburcio y Carlos Julio Martínez como miembros.
El senador Charle Noel Mariotis solicitó al pleno que esta iniciativa fuera incluida y sancionada en el orden del día de la sesión.
También, los senadores escogieron la terna presentada por el Poder Ejecutivo, que según el artículo 128 de la Constitución, numeral 3, para la escogencia de los candidatos seleccionado para el nombramiento de los nuevos miembros del Consejo Directivo de la Comisión Nacional de Defensa de la Competencia.
El vocero de la bancada del Partido de la Liberación Dominicana (PLD), Rubén Darío Cruz, presentó una propuesta donde fueron escogidos como miembro del consejo los señores Iván Gatón, Víctor E. Mateo y Juan Reyes.
El senador motivó esta escogencia, resaltando la buena trayectoria de los profesionales por ser personas capaces, de buena moral y sin cuestionamiento.
Los legisladores sancionaron y ratificaron los nombramientos de Aquiles Leonel Ledesma, como embajador extraordinario y plenipotenciario de la República Dominicana en la República Árabe de Egipto.
Además, la ratificación de Jhon Newton Guiliani Valenzuela como embajador extraordinario y plenipotenciario de la República Dominicana en el Estado de Israel.
Asimismo, la ratificación de Alba María Cabral- Peña Gómez como embajadora de la República Dominicana en la República de San Marino y ante Rumania con sede en Italia y el nombramiento diplomático de Olivo Andrés Rodríguez Huertas, como embajador ante el principado de Andorra con sede en España.
Ambas ratificaciones fueron sometida al pleno e introducida en el orden del día a solicitud del senador Prim Pujals Nolasco, presidente de la Comisión Permanente de Relaciones Exteriores y Cooperación Internacional.
Primera lectura
Los senadores, también aprobaron en primera lectura el proyecto de ley de Bienes Ilicitos. Además el que concede una pensión mensual del Estado a favor de Rosa María Peña Márquez.
Asimismo, el que concede un aumento de pensión del Estado de 19 mil a 35 mil pesos mensuales a favor de Wilson Alexander Novas Pérez.
De igual manera, el proyecto de ley que designa con el nombre de Bulevar Aneudy Díaz, el paseo del malecón de la ciudad de Santa Bárbara, provincia Samaná. Iniciativa del senador Prim Pujals Nolasco.
