PRM: Presupuesto 2018 amplía déficit financiero y profundiza endeudamiento
SANTO DOMINGO. El Partido Revolucionario Moderno (PRM) consideró este martes que el Proyecto de Presupuesto General del Estado para el 2018 persiste en ampliar déficit financiero y profundizar el endeudamiento, lo que a su entender “es una reiteración de políticas públicas que aportan muy poco a la solución de las necesidades de la gente”.
“Del análisis del proyecto de ley de presupuesto presentado por el Poder Ejecutivo al Congreso Nacional, se desprende que el gobierno continúa con el mismo modelo aplicado desde el 2008: deficitario, altamente clientelar, mala distribución económica del gasto, centrado en el gasto corriente en detrimento del capital, sin variación proporcional en lo institucional, bajo nivel en los servicios sociales (8.2% del PIB), sobreestimación de los ingresos y aumento en el financiamiento bruto”, expresó el partido opositor en una nota de prensa.
Asimismo, indica que “el Gobierno no demuestra una estrategia clara para enfrentar el continuo endeudamiento público fruto del modelo presupuestario deficitario, clientelar y de prioridades difusas, al punto de seguir violando la ley de Estrategia Nacional de Desarrollo, postergando el urgente y necesario Pacto Fiscal que mejore la calidad del gasto”.
Critica que a pesar de las numerosas reformas tributarias realizadas entre 2004 y 2017, con la intención de aumentar los ingresos (aplicar nuevos gravámenes o intentar mejorar la eficiencia), no se han conseguido los resultados esperados, debido a la falta de credibilidad y confianza que genera la corrupción e impunidad existente en los gobiernos del PLD.
“Los ingresos públicos ante que ayudar a resolver los problemas de la gente, han servido para financiar la voracidad del partido gobernante donde predomina una práctica generalizada de clientelismo, sobornos, corrupción, impunidad, despilfarro de fondos públicos y cobros ilegales, que obligan a la ciudadanía a pagar varias veces por el mismo servicio público”, dijo el PRM.
Para el 2018 se está contemplando un nivel de gasto de 690 mil millones de pesos, un incremento de 10.5% en el gasto del Gobierno central con relación al estimado para el 2017. De estos aumentos de gastos, el 30% se corresponde a incremento en el pago de los intereses (19.8 mil millones de pesos); mientras el presupuesto del ministerio de Salud y Asistencia Social apenas se incrementa en 2,500 millones de pesos.
Según el PRM, “los fondos asignados al sector salud resultan insignificantes con respecto al serio deterioro que exhibe el sistema de salud pública y los grandes requerimientos de recursos que tiene este sector, por lo que es evidente que el mejoramiento de los servicios de salud pública a la población más necesitadas no forma partes de las prioridades del gobierno”.
Más presupuesto para ayuntamientos
Un hecho grave – a juicio del PRM- es la violación a la ley que asigna un 10% de los ingresos tributarios a los ayuntamientos. En este presupuesto los ayuntamientos sólo tienen asignados 17 mil millones de pesos, equivalente a un 3.2% de los ingresos corrientes, dejando de aportarle, la suma de RD$35,700 millones. “Esta situación impide que los gobiernos locales puedan atender servicios básicos esenciales de las comunidades”, expresa.
Déficit y deuda
“El resultado del ejercicio fiscal, el déficit financiero de 2018, se ha proyectado en el monto de 87 mil millones de pesos, equivalente a 2.2% del PIB, sin embargo, como ha sucedido desde 2012 el déficit real se ha escondido mediante la sobre-estimación de ingresos y sub-estimación de gastos”, expone la organización.
“Así, considerando un ingreso total de 582 mil 100 millones de pesos y un nivel de gastos de 690 mil 800 millones de pesos, el resultado financiero (déficit) alcanza la suma de 108 mil 700 millones, equivalente al 2.8 % del PIB. Este monto es el verdadero déficit proyectado para el próximo año”.
Expresa que la deuda del sector público no financiero alcanza un balance 28 mil 900 millones de dólares a final de agosto 2017,lo que equivale a 39% del PIB. La misma ha aumentado en 9 mil 500 millones de dólares comparado con el balance de 2012. Cada año registra un aumento neto de casi 2 mil millones de dólares.
“Cuando se suma la deuda del Banco Central por emisión de certificados por un monto de 479 mil millones de pesos (es decir 10 mil 375 millones de dólares), la deuda pública consolidada alcanza, sin incluir la deuda flotante, a 39 mil millones de dólares, o sea 52% del PIB para 2018. Esta deuda aumenta a un ritmo diario de 7 millones de dólares”, concluye el PRM.
