Obispo de San Juan de la Maguana se opone a explotación minera
SAN JUAN. José Dolores Grullón Estrella, obispo de San Juan de la Maguana, envió una carta este miércoles en la que se opone a la explotación minera en la provincia.
El obispo señala en su carta que “la explotación de la mina no supone el desarrollo humano y económico de la provincia de San Juan de la Maguana”.
Por lo que exhorta que se favorezcan otras actividades para “la subsistencia de los pobladores de esta zona, que ahora denominan minera, como la agricultura, la ganadería, las artesanías, el turismo ecológico, todo ello desde una auténtica valoración de la biodiversidad con que contamos”.
Grullón Estrella se asuma al sentir de productores agrícolas, profesionales, miembros de la iglesia y legisladores quienes expresaron su desacuerdo con el proyecto minero “Romero” que planea desarrollar la compañía suizo-canadiense Gold and Quest, ante la posible amenaza que esto representaría para las más de 500,000 tareas de vocación que tiene esta provincia conocida como “El Granero del Sur”, por su tradición en la siembra de habichuelas, guandules, maíz y otros cereales.
Gold and Quest asegura que dejaría beneficios al estado dominicano por US$224 millones en siete años de explotación.
1.- El Obispo y sus sacerdotes, en solidaridad con la vida estamos respondiendo al sentir de los feligreses a nosotros encomendados en relación a la minería y desarrollo agrícola de San Juan de la Maguana.
San Juan es un pueblo querido y bendecido por el Señor, y hemos apoyado las mejores iniciativas de desarrollo, de amor a la naturaleza y a la salud de sus habitantes. Nuestro compromiso con las futuras generaciones es dejarles estas tierras mejor que como la hemos encontrado. Felicito el involucramiento que van teniendo nuestros sacerdotes, religiosas y laicos comprometidos con la mejoría de la calidad de vida de las comunidades de Azua, San Juan y Elías Piña: Autogestión, educación, derechos humanos, agua potable, comunicación vial, economía, recursos naturales, energía alternativa, etc.
El sentir de nuestra gente es: “La explotación de la mina no supone el desarrollo humano y económico de la provincia de San Juan de la Maguana”. “La riqueza del Valle de San Juan es la Presa de Sabaneta” “Exhortamos a favorecer otras actividades para la subsistencia de los pobladores de esta zona, que ahora denominan minera, como la agricultura, la ganadería, las artesanías, el turismo ecológico, todo ello desde una auténtica valoración de la biodiversidad con que contamos”. Tres Propuestas:
Primera propuesta: El oro de San Juan es su agricultura. San Juan es una Provincia Agrícola. Consideramos que el sentir de la mayoría de nuestro pueblo, de los adultos y los jóvenes, de nuestras instituciones sociales y religiosas es que la provincia de San Juan debe cerrarse definitivamente a todo proceso de minería, donde quiera que sea dentro de su territorio y hace una opción por la explotación de su riqueza agrícola y turística. Son 14 las Concesiones de Exploración Concedidas en esta provincia de San Juan. Es el momento de unir nuestras voluntades, dejando atrás cualquier división o pesimismo.
(Recordemos que hemos decrecido en más de 20,000 personas en 20 años, las comunidades de la parte alta de San Juan donde se encuentra la mina tradicionalmente se sienten olvidadas por los habitantes de la cuenca baja de la provincia, y a los hijos de los que estudian fuera se le ha inculcado que aquí no hay futuro, provocándose un éxodo de capital intelectual, que nos empobrece como Región). Lancémonos a construir un plan de desarrollo agroindustrial y de reforestación. Démosle la mano a tantos agricultores que fruto del sistema tienen empeñados sus títulos de propiedad, y mermada su capacidad productiva. Podemos reorganizar el sistema productivo y de comercialización, confiemos en nosotros mismos, rompamos nuestra dependencia, pues “si queremos podemos”.
Segunda propuesta: San Juan es una “Provincia Ecoturística”, conforme a la Ley No.
163-05 promulgada por el Sr. Presidente de la República Leonel Fernández Reyna, con la finalidad de fomentar el manejo racional de los recursos naturales, la preservación del medio ambiente, el desarrollo integral y ordenado del ecoturismo. Todos los proyectos turísticos de la provincia gozan de los incentivos consignados en la Ley 158-01. Reactivemos el Consejo de Desarrollo Ecoturístico de la provincia de San Juan y pongamos en ejecución nuevos proyectos, que incentiven el turismo, como lo están haciendo las plazas temáticas de San Juan, su catedral y sus monumentos emblemáticos.
Tercera propuesta: Apoyemos el Plan Estratégico de Reforestación sostenible en la Zona Norte de San Juan, que está deforestada en aproximadamente un 80%.
Este proyecto iniciativa del Señor Presidente Danilo Medina está dando muy buenos resultados, es un plan de emergencia, que está en ejecución, en las comunidades de la parte alta de la Presa de Sabaneta, y ha venido a complementar la obra que en estos 25 años ha venido realizando esta diócesis, a través de su fundación de desarrollo FUNDASEP, y CEDAJUR, que inició apoyando las 9 comunidades de esta zona con la declaración de nacimiento, apoyo a sus organizaciones, plan de reforestación, con la construcción de sus caminos, sus puentes, sus acueductos, sus escuelas, su mejoría en la calidad de vida, reubicación y construcción de las viviendas de las 8 comunidades destruidas por el Huracán Georges, y sobre todo con la construcción del “Centro Educativo Vocacional Aventura”, que próximamente hará su primera graduación de bachilleres técnicos en varias ramas.
Involucremos en el plan de reforestación a toda la sociedad de San Juan, que es la gran consumidora del agua, apoyando este proyecto permanente de reforestación con sus aportes voluntarios y con un por ciento del dinero que genere la Junta de Regantes y la Hidroeléctrica de Sabaneta.
Que el Dios, que nos ha dado tanta riqueza en nuestra naturaleza, nos haga rico en solidaridad y en unidad.
