Santo Domingo.- La diputada electa la ex prostituta Jacqueline Montero prometió que cuando asuma la función de legisladora el próximo 16 de agosto las trabajadoras sexuales tendrán una voz única en la legislatura, de una mujer que conoce de primera mano sus penurias y que está dispuesta a impulsar leyes llamadas a causar revuelo en esta nación mayormente conservadora. Montero, de 46 años, se crió en la casa de una cuñada de su madre y fue violada numerosas veces de niña por un familiar.
La legisladora electa narra que cuando niña fue violada y que luego se casó a los 16 años con un hombre que la golpeaba y terminó haciéndose prostituta. “Sé lo duro que es tener que salir (a buscarse la vida) porque tu familia no tiene comida; cuando una no tiene ni qué comer, una sale con el primero (hombre) que aparezca”.
Dijo Montero en la oficina de una organización de asistencia a prostitutas que encabeza, amueblada con lo básico y en cuyas paredes exhibe los diplomas que obtuvo tras dejar la prostitución y certificados de diferentes conferencias internacionales sobre trabajadoras sexuales a las que ha asistido.
“Si no me hubiesen violado cuando yo era niña y los adultos me hubiesen creído, no hubiese sido trabajadora sexual”, dice la mujer que habita en la empobrecida zona de Haina, quien se prostituyó durante casi una década luego de que su marido la abandonó tras varios años de maltratos.
Madre de 15 hijos y licenciada en teología Montero tocó fondo y decidió cambiar su vida cuando recibió una paliza de un cliente que se negaba a usar condón y de un accidente vial que la dejó postrada en cama ocho meses.
En 1998 se puso a estudiar enfermería mientras seguía ejerciendo la prostitución y comenzó a involucrarse en el activismo social al trabajar como pasante a una clínica que atendía principalmente a trabajadores sexuales y a población con VIH.
Profundamente religiosa, más adelante estudió la licenciatura en teología en la Universidad Cristiana, en donde se graduó en 2014.
Hoy es madre de 15 hijos, tres biológicos, dos de ellos de un cliente, y 12 adoptados cuyas madres biológicas son trabajadoras sexuales que pretendían abortarlos.
Ahora, después de una década de activismo y haber sido regidora en Haina desde 2010, espera aprovechar sus experiencias para mejorar la situación de las trabajadoras sexuales desde el Congreso.
Confía que con su propia historia, narrada en un libro que recopila biografías de trabajadoras sexuales, va a concienciar a los diputados y al país sobre la crudeza del trabajo sexual y hacerles entender que las prostitutas “no llevan una vida alegre, que una no elige para gozar; sino que es una vida terrible”.
Montero, quien alcanzó la diputación por la provincia San Cristóbal como candidata del Partido Revolucionario Moderno, convertido tras los comicios de mayo pasado en la segunda fuerza política del país, trabaja en la actualidad en dos proyectos de ley para promover los derechos de las prostitutas y para crear oportunidades laborares a las mujeres jóvenes a fin de evitar que se involucren en el trabajo sexual. O para que quienes ya lo ejercen, puedan dejarlo con la garantía de tener una posibilidad de empleo.
“Quiero que las compañeras (trabajadoras sexuales) tengan seguridad social, seguro médico” y sean beneficiarias de los programas gubernamentales de subsidios, narró al describir uno de los proyectos que prepara.
En otro proyecto, Montero propondrá crear centros de capacitación laboral y de asistencia legal y psicológica para que las trabajadoras sexuales puedan buscar nuevas opciones y dejar la prostitución.
El proyecto se basa en los programas que Montero comenzó a desarrollar como regidora y a través del Movimiento de Mujeres Unidas (Modemu), una organización no gubernamental que ella preside, con financiamiento de donaciones de organizaciones religiosas e internacionales y el apoyo de instituciones del gobierno.
Para Darío García, director ejecutivo de la Coalición ONG-Sida, la elección de Montero es “un éxito de la sociedad civil” porque representará en el Congreso a los grupos vulnerables que están “más expuestos a la violencia, a la humillación y al sida”.
La nueva diputada será la encargada de presentar un proyecto de ley coordinado por la institución del gobierno encargada del VIH para prohibir y penalizar la discriminación contra grupos vulnerables, como la comunidad LGBT (lesbianas, gay, bisexueales y transexuales), los trabajadores sexuales, los envejecientes y personas con sida.
Montero está consciente de que aún enfrenta el estigma de una sociedad mayoritariamente religiosa y conservadora y que los proyectos de ley que presentará en el Congreso crearán polémica.
Lo que dicen las iglesias El pastor Fidel Lorenzo, presidente de la asociación de iglesias evangélicas, advirtió que su agrupación se opondrá a un proyecto de ley que conceda derechos laborales a las prostitutas porque sería reconocer legalmente el trabajo sexual. “Siempre que estén optando por legalizar esa práctica, aunque se nociva a la propia salud emocional de la persona, no creo que vamos por buen camino y obviamente no vamos a estar de acuerdo”, insistió el líder religioso.
El trabajo sexual en República Dominicana no está regulado y un vacío legal permite que una persona se prostituya sin que se considere un delito. La explotación sexual, el proxenetismo y la trata de personas sí están penalizados.
Montero, “representa una idea, la idea de la no discriminación, la idea de la igualdad de género, la idea de la participación social igualitaria de la mujer y el hombre”, consideró Santo Rosario, coordinador de la organización no gubernamental Centro de Orientación e Investigación Integral (COIN), que desarrolla programas para mejorar la calidad de vida de grupos marginados, especialmente LGBT, prostitutas y personas con VIH.
Ya en el pasado, Montero ha tenido diferencias con líderes religiosos, con legisladores y con el procurador general, Francisco Domínguez, quien en 2013 intentó que los usuarios de la prostitución fuesen procesados penalmente como una forma de combatir el trabajo sexual, la explotación y la trata de personas en un país donde miles de mujeres y hombres ofrecen a diario servicios sexuales a extranjeros en las paradisiacas playas.
Montero se opuso abiertamente a la propuesta y ha insistido en que la única forma de que las mujeres dejen el trabajo sexual es ofrecerles instrucción en algún oficio, capacitación en materia de derechos y autoestima y la posibilidad de empleo. “¿Qué hago yo sacándolas del trabajo sexual, si no puedo ofrecerles trabajo?”, dice Montero.
Lo que hizo como regidora
Montero asumió su puesto como regidora en 2010 y en septiembre de ese año abrió un centro de capacitación para ofrecer clases de belleza a 265 trabajadoras sexuales. Luego de graduarse, muchas de ellas dejaron la prostitución y algunas comenzaron a estudiar.
En los años siguientes, Montero y Modemu abrieron otros tres centros de capacitación en Haina, en donde unas 600 mujeres, algunas de ellas trabajadoras sexuales, se han capacitado como estilistas, costureras y artesanas.
Montero también logró un acuerdo con la institución del gobierno Banca Solidaria a fin de ofrecer microcréditos de entre 5.000 y 40.000 pesos (unos 110 a 900 dólares) a las mujeres para ayudarlas a abrir negocios.
Cerca de 300 mujeres asumieron microcréditos y comenzaron sus propias microempresas. Aunque no existen cifras oficiales, un informe de la organización Tú Mujer y el Fondo de Naciones Unidas para la Población estimó en 2013 que República Dominicana ocupaba el cuarto lugar a nivel mundial como país de origen de mujeres que son prostituidas en otras naciones.
Diversas organizaciones locales estiman que cerca de 200.000 dominicanas se prostituyen dentro o fuera del país y se enfrentan a la discriminación en centros de salud y al tratar de insertarse en empleos formales. “Ya de discriminación estoy a prueba de bala, yo voy (al Congreso) preparada”, dice Montero.
