Directora de DIDA plantea necesidad de revaluar aspectos fundamentales de los fondos de Pensiones

Santo Domingo.-La directora ejecutiva de la Dirección de Información y Defensa de los Afiliados a la Seguridad Social (DIDA), Nélsida Marmolejos planteó la necesidad de revaluar aspectos fundamentales que afectan los fondos de Pensiones de los trabajadores.
en ese mismo sentido reclamó sanciones drásticas y ejemplares para las empresas virtuales que mediante maniobras fraudulentas dejan de cotizar al sistema o reportan montos inferiores al establecido a cada trabajador.
La funcionaria dijo que el principal problema que afecta la capitalización individual de los afiliados a las Administradoras de Fondos de Pensiones (AFP) es la evasión y elusión de un sector empleador que paga por debajo de los montos salariales establecidos.
¨Y no es simplemente revisar esos aspectos, sino que la ley establece sencillamente sancionarlo ejemplarmente ¨, agregó Marmolejos.
Dijo que también se requiere una diversificación de inversión de los recursos provenientes de las pensiones para lograr mayores niveles de rentabilidad y de esa manera garantizar pensiones adecuadas al trabajador a la hora de su retiro.
La directora ejecutiva de la Dida, considera además, que se requiere mejorar los ingresos de los cotizantes porque el salario que están ganando son centavos lo que dificulta la acumulación de suficientes recursos a la hora del retiro del cotizante.
Marmolejos, considera se debe actuar en contra de las denominadas empresas virtuales, incluyendo una de capital extranjero dedicada a reclutar y contratar a trabajadores con salarios por debajo al mínimo y de esta forma evadir el monto real de las cotizaciones a las AFP lo que está provocando distorsiones a ese sistema de la seguridad social.
La funcionaria insistió en la necesidad de que se sanciones de manera ejemplar a esos evasores y se revise y modifique la Ley 87-01 sobre el Régimen de Seguridad Social en la República Dominicana.
Sostuvo, sin embargo, que a pesar de esas y otras debilidades que deben ser revisadas, en el país se ha avanzado bastante porque se dispone de un sistema de garantía de pensión no solo de sobrevivencia, sino de salud y riesgos laborales.
La denuncia sobre la existencia de una red dedicada a reclutar a miles de trabajadores para ser contratados por empresas virtuales con salarios inferiores al mínimo para de esa forma evadir el pago del monto correspondiente al Fondo de Pensiones de la Seguridad Social, fue hecha por Julián Antonio Parra, presidente de la Asociación de Comerciantes Mayoristas de Santo Domingo.
El dirigente comercial criticó que las autoridades correspondientes, porque según estima, se muestran indiferentes ante la proliferación de dicho reclutadores que operan en distintas zonas de la capital y otras localidades del país.
El dirigente comercial dijo que como consecuencia de esa grave situación la clase trabajadora está siendo perjudicada ya que no lograrían acumular el monto requerido para obtener una pensión digna a la hora de su retiro.
Parra, observó además que la existencia de dicha mafia constituye una estafa al Estado, un desafío a la autoridad y un atentado a los fondos de pensiones de la clase trabajadora que se sacrifica destinando parte de sus recursos a su cartera de ahorro particular.
En términos similares se han pronunciados dirigentes empresariales y comerciales de Santiago que han reclamado a la Superintendencia de la Seguridad Social y otras autoridades investigar la denuncia y aplicar las sanciones correspondientes, por considerar que dicha práctica además de ilegal ocasiona distorsiones al sistema, y por ende a los fondos de pensiones por el ahorro individual del trabajador .
