SANTO DOMINGO. El exgerente de Odebrecht en República Dominicana reveló que el empresario Ángel Rondón le notificaba cuando estaba reunido con funcionarios públicos al momento de gestionar la aprobación y financiación de los proyectos para la compañía, así como el haber tenido contacto directo con legisladores.
Marcos Vasconcelos Cruz, explicó que Rondón actuaba de cuatro maneras: como consultor en los contratos firmados con el poder público; proveedor de servicios de alquiler de equipos; subcontratista de obras civiles y como socio de la sociedad en una obra específica.
“Cuando actuó como consultor en los contratos firmados con el poder público, el valor de los honorarios consideraba todos los costos que serían incurridos por él, incluyendo posibles valores indebidos a los agentes públicos que actuaban en favor de la sociedad”, relató Vasconcelos Cruz, identificado como empleado 54, en las delaciones premiadas que dieron las autoridades de Brasil al Ministerio Público dominicano.
Explicó que los contratos de consultoría firmados con las empresas Lashan Corp, Conamsa Internacional y Consultores y Contratistas Conamsa en 2002, 2004 y 2010 tienen carácter genéricos sin que haya vínculos a una obra en específico y todos los pagos de ahí derivados no fueron contabilizados.
Explicó que de las 18 obras de Odebrecht en el país, 15 fueron sometidas al Congreso. “En ese contexto, en más de una ocasión entiendo haber tenido una interacción con Ángel junto a los miembros integrantes de las comisiones de finanzas para los detalles de esa instancia de aprobación de los contratos. Al asumir los pagos a Ángel, por ende, asumí también el riesgo de que tales valores fueren destinados a agentes públicos”, refirió.
Señaló que también hubo gestiones de Ángel Rondón junto a los diversos ministros de Hacienda, que ocuparon el cargo desde el inicio de la relación contractual con el empresario, lo cual facilitaba la gestión y agilidad del proceso de aprobación del financiamiento.
Reconoció que no estuvo al frente de Odebrecht cuando se adjudicó el proyecto del acueducto de la Línea Noroeste pero que sabe que los contactos para el mismo fueron hechos por Rondón con el exdirector del Instituto Nacional de Acueductos y Alcantarillados (Inapa), Roberto Rodríguez.
En tanto refirió que la intervención de su enlace comercial en República Dominicana en la viabilidad de tal proyecto pudo haber involucrado el pago de valores indebidos a César Sánchez, Máximo D’Oleo y Bernardo Castellanos, “riesgo que asume de su contratación”.
Dijo que la aprobación de los financiamientos implicó la intervención del empresario ante las comisiones de finanzas de la Cámara de Diputados y el Senado, a través de la dirección de dichas instituciones legislativas en las personas de Alfredo Pacheco y Andrés Bautista, respectivamente.
“Estas personas están relacionadas con Ángel y él me reportaba cuando estaba con ellas, informándome del estatus de las diligencias de aprobación del financiamiento”, afirmó.
Vasconcelos Cruz relata que los proyectos Corredor Duarte, Autopista del Coral, Circunvalación de La Romana, Carretera Cibao/Sur, Carretera Bávaro Miches-Miches-Sabana de la Mar y Ecovía de Santiago así como el Acueducto Hermanas Mirabal contaron con el apoyo de Rondón para la aprobación de financiamientos junto con el ministro de Hacienda, por medio de su relación con el secretario Técnico de la Presidencia, Juan Temístocles Montás, quien firmó los contratos.
“Todos esos contratos contaron con la firma/aprobación de Temístocles Montás y recibí durante tales procesos reportes de Ángel sobre el estatus de la firma, lo que demuestra las gestiones hechas por nuestro representante junto a tal agente público”, refirió.
Describió que en lo que tiene que ver con el Acueducto Hermanas Mirabal, contratado a través de una enmienda al de Samaná, Rondón le “reportaba la información obtenida de Tommy Galán sobre el estatus de aprobación del financiamiento. Además actuó en la reducción del período de aprobación del financiamiento a la mitad”. En su delación, Vasconcelos dijo que el pago de una tarifa a Rondón para que logre los resultados así como la información que él daba y el éxito de las gestiones, evidencian de que hubo pagos indebidos a los funcionarios.

De la termoeléctrica Punta Catalina, describió que el enlace comercial intervino en la aprobación del financiamiento junto a las comisiones de finanzas del Senado y la Cámara. “En 2014, Ángel mantenía relaciones sociales con algunos de sus miembros como por ejemplo el diputado Ruddy González y el senador Julio César Valentín, los cuales encontré en algunos eventos promocionados por Ángel”.
