Celebran mesa del sector audiovisual para integrar la radio, el cine y la TV a la Cuenta Satélite de Cultura
SANTO DOMINGO. El Ministerio de Cultura y el Banco Central de la República Dominicana, con el apoyo de la Agencia Presidencial de Cooperación Internacional de Colombia (APC), realizaron la segunda mesa sectorial cultural, correspondiéndole esta vez al sector audiovisual, con el acompañamiento de la Dirección General de Cine (DGCINE).
Las palabras centrales fueron pronunciadas por el viceministro de Desarrollo Institucional, Carlos Santos, en representación del ministro de Cultura, Pedro Vergés, quien se encuentra en París, Francia, representado a República Dominicana ante la Conferencia de la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO).
Santos explicó que la actividad tiene el propósito de sensibilizar a los integrantes del sector audiovisual (radio, televisión y cine) sobre la necesidad de aunar esfuerzos para diseñar políticas públicas en beneficio de la creación, medición, producción y comercialización de sus servicios. Valoró el hecho de que es la primera vez que un gobierno realiza una iniciativa de este tipo.
La directora general de Cine, Yvette Marichal, y el especialista en la Ley de Cine, Gilberto Morillo, explicaron que el cine dominicano se encuentra en su mejor momento, ya que cuenta con una Ley de Cine regulada: que promueve la inversión nacional o extranjera y evita la evasión fiscal.
Se informó que el subsector cine ha creado más de 121,694 empleos en el área, en unas 2,042 empresas y posicionando a República Dominicana en el cuarto lugar de producción cinematográfica en Iberoamérica.
En cuanto al subsector radio, el productor y empresario radial dominicano, el locutor Teo Veras, entiende que: “la radio sobrevive por que ocupa un solo sentido”, pues se puede escuchar radio mientras se realiza otra actividad, cosa que es muy difícil que ocurra con la televisión y las redes sociales, y otros medios.
Entiende que la radio dominicana necesita mayor atención estatal para resolver el problema de la pobre regulación que existe desde la década del 1980. Se refirió a la proliferación de emisoras que interfieren sus señales unas con otras. Además, que cualquiera puede hablar por la radio sin estar preparado para hacerlo.
Por último, el comunicador Manuel Meccariello, con 29 años en la TV dominicana, explicó que la gran desventaja de la televisión es que exige una gran inversión económica. Abogó por una mejor regulación de ese sector para mejorar la calidad de los contenidos. Entiende que tanto la radio como la TV necesitan una ley similar a la de cine.
Los técnicos colombianos, expertos en mediciones de cultura, Raúl Casas Valencia y Paola Angulo, hablaron de la experiencia de Colombia en la medición de los aportes de la cultura a la economía. Ambos coincidieron en que fuera de lo económico, el poder de la radio, la televisión y el cine es que esos medios son capaces de transmitir un valor simbólico, creando unidad y fortaleciendo la cultura de los pueblos.
Por último, habló Lucecita Sosa, coordinadora técnica del Banco Central, quien explicó que para poder medir el aporte real del sector audiovisual en República Dominicana se ha preparado un formulario por medio del cual las estaciones de radio, televisión y las empresas de cine, pueden suministrar las informaciones estadísticas relativas a la producción del sector, lo que nos permitirá seguir avanzando en la segunda etapa de la creación de la Cuenta Satélite de Cultura que realiza la República Dominicana desde el 2014.
La sesión se desarrolló en el marco de la segunda etapa del proyecto de creación de la Cuenta Satélite de Cultura de la República Dominicana, la cual se ejecuta como parte de un acuerdo interinstitucional con el Banco Central de la República Dominicana y la asistencia técnica de la Agencia Presidencial de Cooperación Internacional de Colombia (APC).
